In this article Oleh Soskin, Institute of Society Transformation Sirector, outlines and analyzes the main vectors of globalization-civilizational changes in the global environment and their impact on the development of national economies, the author presents his own approach to classification and prospects of development of modern civilization, disclosed the nature and Euro-Atlantic civilization brought to its membership of Ukraine, offered practical mechanisms of adaptation of Ukrainian economic development model adaptation to the on-going civilization and global changes in the world dimension.

Nowadays Ukraine develops on three models – state socialism, state-monopoly capitalism and national capitalism. In this article of Oleh Soskin, Institute of Society Transformation Director, theoretical-methodological approach to financial and economic risks analysis at a national level developed by the author is represented; the modern financial and economic risks which have arisen in Ukraine during crisis 2008–2009 years are determined, and also the basic measures of effective national risk-management are offered, activities are proposed which realization at a level of the state will enable to reduce negative influence of financial and economic factors on development of economy of Ukraine.

The process of national and state development is concerned about the formation of national bourgeoisie. If the people don’t realize the need of proper conditions for its development, the society will be never transformed into the valuable nation, and won’t be able to create effective, powerful, and creative state. The problem of national bourgeoisie creation is very critical for Ukraine. Lack of ability of Ukrainian nation to create national bourgeoisie let Ukrainians, who have their own territory, language, culture, traditions, not to create national state and for the last three centuries Ukraine was a colony of different empires. All-Ukrainian National Assembly of Leaders of Local Communities and Public Organizations apply to Mr. Dick Marty, Chair of the PACE Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe to take under personal control the monitoring process of putting in order Ukrainian election legislation according to the PACE Resolution №1549 (April, 2010).

Participants of the Second All-Ukrainian National Assembly of Leaders of Local Communities and Public Organizations ( March 3, 2010, Kiev) appeal to the President of Ukraine Viktor Yanukovich as to the newly elected Head of state, guarantor of Ukraine Constitution observance, man and citizen rights and freedoms, with the demand to pay appropriate heed to the issue of local government reformation in Ukraine and, first of all, the electoral legislation reformation.

All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations applied to the Chair of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe of Parliamentary Assembly of the Council of Europe to take the arrangement of electoral legislation in Ukraine according to requisitions of PACE Resolution № 1549 (2007) under own control.

We appeal to You, as the Head of the state and candidate in the Presidents of Ukraine, which purpose are returning Ukraine to the European Community, to address to Parliamentary Assembly of Council of Europe with the request to affect achievement by the Ukrainian Parliament of the Resolution "Functioning of democratic institutions in Ukraine" 1549 (2007), so that evade of the sanctions for its default (deprivation of the vote right of Constant delegation of Ukraine in PACE and probable interruption of Ukraine members in Council of Europe), what stipulated by the Rules of PACE.

All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations appealed to the Members of Parliamentary Assembly of Council of Europe, Parliamentary Assembly OSCE and Parliamentary Assembly of NATO concerning assistance in realization of monitoring of execution of the PACE Resolution „Functioning of democratic institutions in Ukraine” №1549 (2007) conditions by Ukraine.
