Ukraine – NATO – Russia: positive vectors of Euro-Atlantic security
On 20th of October in Kharkov in a framework of NATO visiting session, Public League Ukraine – NATO and Institute of Society Transformation held an International workshop “Ukraine – NATO – Russia: positive vectors of Euro-Atlantic security”. This event took place in Kharkov National University with the support of the NATO Information and Documentation Centre in Ukraine.

The main objectives of the international workshop were:

  • analyze contemporary condition and prospects for deepening cooperation within Ukraine – Russia – NATO triangle;
  • contribute to establishing of open dialogue with the participation of Ukraine, Russia and NATO in developing common approaches and organization of mutual activities for the sake of maintaining stability in the Euro-Atlantic region;
  • define ways of developing relations of Alliance with Russia and Ukraine, which are based on the specific needs of the two countries;
  • contribute in forming a spirit of confidence and interaction between states, that have chosen different strategic prospects towards democracy;
  • discuss an opportunity of submission by Ukraine the application of the introduction into NATO up to the end of 2005.


Problems which were discussed during the international workshop:

  1. New Challenges to World Security: The Role of NATO and its Partners;
  2. Ukraine – NATO – Russia and Euro-Atlantic Security;
  3. Modern Vision of the NATO – Russia relations;
  4. NATO Membership of Ukraine: contemporary objectives of governance and society.


The International workshop occurs with the participation of the Permanent Representatives of NATO member countries in North Atlantic Alliance:

  • H. E. Ambassador Lubomir Ivanov, Permanent Representative of Bulgaria;
  • H. E. Ambassador Stefan Fule, Permanent Representative of Czech Republic;
  • H. E. Ambassador Richard Duque, Permanent Representative of France;
  • H. E. Ambassador Gunnar Gunnarsson, Permanent Representative of Iceland;
  • H.E. Ambassador Herman Schaper, Permanent Representative of Netherlands;
  • H. E. Ambassador Igor Slobodnik, Permanent Representative of Slovakia;
  • H. E. Ambassador Matjaz Sinkovec, Permanent Representative of Slovenia;
  • H. E. Ambassador Pablo Benevides Orgaz, Permanent Representative of Spain.


The international workshop included opening remarks and four Sessions.

Achieved Results:

  • points of mutual understanding in the political discussion by holding “brain storm” with the participation of leading Ukrainian and Russian experts-intellectuals, political and authoritative elite, public organizations, international structures, mass-media relative to: 1) consequences of Euro-Atlantic perspective of Ukraine for Russia and Euro-Atlantic region; 2) possibilities of effective cooperation in the Ukraine – NATO – Russia triangle are found out;
    representatives of youth organizations, students, mass-media to discuss future strategy of Ukraine – NATO – Russia relations are gathered;
  • expert appraisal and summarizing developed during workshop amid chiefs of authoritative structures of the central, regional and municipal levels of Ukraine and Russia, non-government organization, scientific and research centres, educational institutions, mass-media, wide public to consider and make appropriate decisions are distributed.


Materials of the International workshop will be published in the analytical and research journal “Economic Annals – XXI”, and in a separate book.
