Dear Mr. Moroz!
As leader of Ukrainian National Conservative party (UNCP) I am compelled to apply to you because of political events which are now have place in Ukraine. To more and more broad audience of Ukrainians it is getting clear, that the political coalition, which core makes Party of Regions, led by Victor Yanukovych, is not able to remove Ukraine from system – structural, economic, social – crisis. With no doubts, Government, formed by the parliamentary “anti-crisis” coalition appeared to be nonprofessional and inefficient.
This implies: V. Yanukovych and his group are not interested in realization of positive transformations in Ukraine, but capable to solve the problem only of their own business, to create personnel confusion, to carry out great PR campaigns for promotion the brand of Party of Regions and Prime Minister V. Yanukovych. Activity of ruling clan – communistic coalition conducts to indignation of political forces, growth of entropic processes in society, deterioration of social and economic standards, growth of poverty and dilapidation in State.
Negative consequences of Ukrainian Government activity testify to such events:
1. The prices for energy resources have grown, in particular the gas prices in 2007 have grown from $95 up to $130 per thousand cubic meters.
2. Tariffs for housing-and-municipal services have increased twice and more.
3. The prices for foodstuff, products of daily consumption have risen.
4. Transport services have raised, in particular the price for the railway travel.
5. The rise of prices on dwellings continues. Residential sector in Ukraine, undoubtedly, is in hands of criminal groupings.
6. Inflation untwists in fast rates. In 2006-2007 the state resorted to internal and external multi-billion loans. Internal and external public debt grows accordingly.
7. Direct and indirect taxes have increased, that, in fact, means strengthening of the Ukrainian citizens’ exploitation by ruling clan oligarchic groups.
8. The deficiencies of external trade balance and balance of payments of the State were formed
All these and other disorders occur on a background of a deepening of clan communistic majority opposition to other political and public forces in Ukraine. Ruling coalition quickly gets attributes of a regime with peculiar antinational and anti-state character. It becomes clear, that V. Yanukovych’s Government is a continuation of Kuchma’s bandocratic regime.
Dear Mr. Moroz! UNCP considers that in a situation which has developed in country, Socialist Party of Ukraine (SPU) which you lead should leave V. Yanukovych’s antinational coalition to save authority and to keep your political status. SPU should return to the natural niche – to be political force which protects interests of the Ukrainian workers.
I shall remind, that in the Program of Socialist Party of Ukraine, in the first section „Our goals and objectives”, is written: „Contrary to nowadays spreading of separation and opposition of people for property and financial attributes, SPU supports free realization of opportunities of each person and development of a society as the whole in its unity and a variety”. And further: „ Movement to democratic socialism provides development of industrial self-government and transformation of direct manufacturers of social goods into participants, equal in rights, of enterprises’ profit division”. In the Program it is emphasized: „SPU considers that in Ukraine the priority of the rights and interests of the person, instead of the state or the market, should be provided” [http:// www.spu.in.ua/program.php].
Unfortunately, the purposes and intentions of SPU incorporated in its Program, do not correspond to reality which is created by present ruling coalition, led by V.Yanukovych and Party of Regions, which member is also Socialist Party of Ukraine, lead by you.
In UNCP’s opinion, SPU now can operate under two scenarios:
1) The positive scenario.
The first variant: SPU leaves ruling parliamentary coalition that will result in disintegration of the last. Consequently may appear the opportunity to generate a new coalition of democratic forces to which will join Yulia Tymoshenko‘s Block (BYT), National Union „Our Ukraine” and SPU. In case of such format of a coalition it is clear, that the Prime-Minister of Ukraine will be Julia Tymoshenko, Chairman of the Verkhovna Rada of Ukraine - Olexandr Moroz, President of Ukraine - Victor Yuschenko.
The second variant: SPU leaves the ruling coalition, however the new coalition is not formed, and therefore earlier parliamentary elections in Ukraine are proclaimed.
Then:
à) SPU has all chances to operate as independent political force which retained its public authority;
á) SPU can join the left-centrist block which will be headed by Yulia Tymoshenko.
After the win of democratic forces on parliamentary elections, new democratic majority consisting of BYT, „ Our Ukraine ” and SPU will be generated.
2) The negative scenario.
SPU remains in clan communistic ruling coalition, in future supporting Kuchma’s successor V. Yanukovych. Thus SPU will turn into the servant to Party of Regions and financial, clan corporate groups. Besides, it will undertake the responsibility for disorder in economics of the state, political and social crisis in Ukrainian society. Continuing to be in a so-called anti-recessionary parliamentary coalition, SPU grades its status to a level of politically bankrupt structure which won’t have future and will forever leave the Ukrainian political stage.
Dear Mr. Moroz! The Ukrainian National Conservative Party considers that SPU today has enough opportunities and forces to make the right choice.
