| Our citizens should act as owners and answer for fate of the state |
Oleh Soskin - scientist, Ph. D. in economic science, director of the Institute of Society Transformation, head of Ukrainian National Conservative party which propagandizes national - conservative ideology participating in elections, accepting and distributing statements, references, appeals, decisions concerning political events in Ukraine, publishing appropriate analytical materials, reports, comments and other intellectual products.
Mr. Oleh, your "conservatives" have held a meeting at Mykhailivska Square today. What has compelled You to such actions this time? However, it is obviously clear: capitalism with "wolf’s grin", which is created in Ukraine?
But they should put into practice social and economic model of national capitalism. And it isn’t all. Why did Ukraine have 350 years of decline? Why were we a colony of Moscow? Why were we a colony of Poland? The thing is that, those who did not give an opportunity for national bourgeoisie to grow up were at authority in Ukraine. And now this process proceeds, all business in Ukraine is controlled. Adherents of our party demanded to liquidate the State Tax Administration, and also ID numbers for physical persons. Tax system of Ukraine has a lot of demerits; furthermore, it is predatory one. It hinders development of the state, increase of national bourgeoisie and middle class. We have sent open appeal, where we publicly offered to propose transformation of the STA being a tool for political and physical terror of Ukrainian nation to Mykola Azarov, head of the State Tax Administration (now first vice-prime minister). We offered, that Azarov initiated cancellations of the Decree of the President of Ukraine on STA creation, signed in 1996. Having disbanded this structure, which is an exclusive formation of retaliatory type, transfer tax inspectors to the Ministry of Finance and create Central Administrative Board on Taxation led by the first deputy minister there. Charge wages to tax inspectors depending on rates of growth and scale of turnover of the enterprises located in their districts. We offer carrying out certification of the tax militia, transfer the most qualified from them in ASOC (Administration on Struggle with Organized Crime), the others should get another qualification and let they work in firms, run own business. We also demand changes in taxation system to free our national business. It is necessary, that small business paid only one tax - 7 percents and that there was system " one window ". Now bookkeepers and heads of the enterprises have to run about, hand over monthly reports. Generally speaking there mustn’t be over 10% taxes from profit. Otherwise it will terminate both people, and enterprises. Even the Bible says about 10% “tax” (desyatyna).
And what about ID numbers for physical persons?
Actually they are payers of taxes and other obligatory payments. These numbers, which religious people also name "Seal of the beast" and are compulsorily given to citizens of Ukraine, are necessary to be cancelled, as they limit human rights. The State Tax Administration explained, that it will improve mechanisms of payments of pensions, social help, grants, salary, grants, receipts of the State budget will increase etc. when they insisted on introduction of these numbers. But the situation hasn’t improved; on the contrary, it has sharply worsened. What do we have today? The population of Ukraine decreases catastrophically. If in there were 52,5 million people in Ukraine in 1990, there are about 48 million people nowadays. One more terrible figure - 150 thousand person committed suicide for ten years in Ukraine, and there were a lot of young people aged from 20 to 40 years among them. I don’t want to give any more figures but the quantity of drug addicted people, alcoholics, ill for tuberculosis increases fast; we can observe unprecedented scaleof AIDS epidemic. There are more than 100 000 of neglected children in Ukraine, and it is just official data. More than half a million of Ukrainian young girls have gone to foreign public houses. And we could add other items to this tragic list.
It is well known, that association of the Ukrainian Public-Democratic party and Ukrainian National party created the Ukrainian National Conservative party. Therefore, It belongs to the right spectrum of political forces of our state according to its ideological basis. Does it mean that You support only right forces?
No, we support those forces that struggle for justice. We consider that the opposition is a progressive force today. Therefore we invited more then once such opposition leaders as Victor Yushchenko, Yulia Tymoshenko, Olexandr Moroz and Petro Symonenko in our appeals to support us in our actions. The strategic purpose of the party’s activity is construction of UKRAINIAN INDEPENDENT UNITED NATIONAL STATE based on Christian values. We operate by propagation of national ideology. We try to direct a society at maintenance of Unitarian Ukrainian state and development of Ukrainian nation, creation of civil society in Ukraine. We regard that the priority objectives are realization of rights of Ukrainian nation, preservation of the status of the state language just for Ukrainian language, in observance of item 10 of the Constitution of Ukraine; assistance to process of uniform Ukrainian Local Church with Ukrainian Patriarch in Kiev restoration; introduction of international standards in development of Ukrainian eastern and northern borders; elaboration of mechanisms for relations between Ukraine and Russia were based on peaceful co-existence principle; formation of practical steps for Ukraine become NATO member and EU associated member. We support private property, development of small and middle business fundamental for development of Ukraine as an independent democratic European state.
Probably, the first thing that we need is nationally oriented he government bodies?
As the proverb says, we start from the head. Therefore our party directs all forces including participation in elections, on reformation of authorities to orient them at national priorities. It isn’t easy to do so, since actions of the authorities brought moral, economic-financial, political losses for Ukrainian nation and Ukrainian people more than once. Just look at our market of oil products, grasped by northern neighbors for nothing together with our oil refineries. At the moment, the authorities give one of the greatest treasures of Ukraine – gas-transporting system to their tycoons. Being a national - patriotic force, the UNCP opposes agreement on creation of the Russian - Ukrainian gas consortium which we consider as a mean to transform Ukraine in neo-colonial appendage of Russia; expansion of Russian oil giants "LUKoil" and "TNK" - Tyumen Oil Company – at Ukrainian market of oil products. We oppose to those who allowed arranging military bases of the foreign state at our lands; those who has given Moscow Ukrainian spiritual relics. Just recall the occupation of the Saint Kyiv-Pechersk Lavra and Pochaev Lavra by Russian KGB-popes.
But wait a minute, isn’t this gas consortium international?
In fact it is Russian - Ukrainian. Now we should look, to whom is it favorable? It is well known that the consortium is a temporary association (usually used by bank structures) to realize certain project, when the project ends the consortium ceases to exist. Classical feature of a consortium is unequal positions of participants of the agreement. So, it’s obvious that the supporting role in the consortium is intended for Ukraine. The important feature of a consortium is association of resources implying real payment from the parties. The payment of Ukraine in a consortium is obvious and financially appreciable. We transfer the unique gas storages, possible to store tens billions cubic metres of natural gas. We transfer station of gas swapping, the ground and transit opportunities. And payment of Russia is virtual. Argument, that Russia will provide the gas to be transferred through the territory of Ukraine in case the consortium is created is criticized badly. The Russians will have nothing to do with their gas – they swung, and will swing, irrespective of a consortium. Could Russia build an alternative gas pipe through Belarus? In my opinion, if the agreement on a gas consortium will start to be realized, we should expect no god results. If the "framework document", signed by Kuchma and Putin comes into force, it will mean that Ukraine have no more not only economic, but also state independence. To give national wealth which costs 100 bln. USD means destroying the state. Is there an alternative variant? Yes, there is. Transiting countries should create common enterprise. Poland, Slovakia, Czech Republic, Ukraine and even Belarus could enter this enterprise. Being the subject of economic activities, the enterprise will cooperate with such gas giants recognized in the world, as Ruhrgas, Gas de France, "British Petroleum" and others. Conditions of gas transit which the western companies buy in Russia at the Ukraine - Russian border will be negotiated with the western companies. Thus, the international enterprise of transiting countries will provide transit of the natural gas extracted through own territory. The function of transiting countries is delivery of gas to buyers. In this case there is no need of Russia. It extracted the gas, sold to the western companies, and we transported it. The western companies would be interested in reconstruction of our gas systems. This would be the state approach. So there arise some questions. Poland with GDP twice greater, than Ukrainian one, consumes 12 billion cubic meters of gas, whereas Ukraine - almost 75-80 billion. Where are these volumes of gas? Russian and Ukrainian clans steal it. And if this consortium will bring just losses to us, if use of such definition concerning the given project is totally wrong then what is the purpose of this idea, and why despite of all circumstances, the gas agreement has been signed urgently? Who will answer to Ukrainian people?
And would someone be responsible for the State Property Fund of Ukraine has sold, in effect for nothing, one of the greatest Ukrainian oil refineries in Lysychansk?
Really, the state share of the factory, which costs over 100 million dollars, was sold to “TNK” for 9,8 million dollars. It was impact to national safety of our country. I think that national interests of Ukraine were betrayed when the Supreme Council of Crimea accepted the document (75 Crimean deputies of 89 who voted supported it) in which it addresses to the parliament of Ukraine with the request to adopt the law on modification in the Constitution of Ukraine to give Russian language status of second national language in Ukraine (today “fifth column” in Kharkiv also has this question on agenda). Such act is illegal as it is directed at undermining of the state sovereignty of Ukraine. The UNCP demands, that Supreme Council of Ukraine stated the appropriate political and legislative estimation to actions of Crimean Supreme Council. We consider, that the President of Ukraine as the guarantor of the state sovereignty, territorial integrity and observance of the Constitution of Ukraine accepted a decision on this question. All of us have to think on it. Actually GDP growth has ended in Ukraine. We can expect devaluation of UAH in the nearest future. It is terrible thing. I think, we should wait for very difficult period. Ukraine can face economic crisis. I don’t want to frighten anybody. But, rating of Ukraine is one of the lowest now. Is it reasonable, that Minister of Finance printed so-called Ukrainian eurobonds for 400 million dollars? They want to sell the bonds in European markets. So, our debt will increase by one billion dollars as these bonds are going to be sold for 20% of annual interest rates. This means that Ukraine will have to pay these 20% annually. It will be another one difficult burden for our people. Therefore, nationally - oriented authorities are vital: legislative, executive and new Prime - Minister should also be guided by national priorities. And all Ukrainian citizens should nurture duties of the owner responsible for destiny of the state in themselves. |
